Bitcoin is maintained by the core developers but they don't implement changes in the protocol, they just fix bugs.
Bitcoin is open source, anyone can go to github change the code and do a pull request implementing whatever you want.
But that won't be accepted by the comunity, a fork will be made and you'll be on your own with your newly created shitcoin. That's already happened in the past several times.
The changes in the bitcoin protocol BIP are slow, minimal and require wide consensus, if there is no consensus you are just forking and that's not bitcoin.
Any proposal that can alter the protocol substantially gets rejected even if it comes from the top developers. There is no one in charge, that's why it works.
